The lunar settlement depends on Starship achieving rapid reusability and high flight cadence. Each crewed lunar mission requires 8-12 tanker flights to fill the orbital propellant depot before a single Starship HLS can depart for the Moon.
Falcon 9 continues to serve as the workhorse for Gateway module deliveries, communication relay satellite deployment, and crew rotation via Dragon capsules to the lunar Gateway station in near-rectilinear halo orbit.

Sustaining a permanent lunar settlement requires an unprecedented launch cadence. SpaceX targets 7-day pad turnaround for Starship tankers and monthly cargo deliveries to the lunar surface. Failure to achieve this cadence is the single greatest schedule risk to the entire program.
